Published in August 2025 Technical rule for workplaces A5.1 is Federal Institute for Occupational Safety and Health (BAuA) stipulates that measures for sun protection from a UV index of 3 Measures must be taken. The rule thus specifies the requirements for occupational safety outdoors and in open workplaces and has consequences for employers and employees – especially in skilled trades and construction professions.
The new regulation makes the UV index now mandatory for hazard assessment for the first timeThe UV index is a guideline value for the damaging effects of natural UV radiation and is published daily by agencies such as the Federal Office for Radiation Protection (BfS) or the German Weather Service (DWD).
According to the BAuA, employers must ensure that, from a value of 3 appropriate protective measures must be taken. In practical terms, this means: First, technical measures must be examined, then organizational measures, and finally personal protective measures – the so-called TOP principleTechnical and organizational measures can include, for example, suitable protective zones, sunshades, shelters or the adjustment of working hours .
According to ASR A5.1, personal protective measures explicitly include the following: Use of sunscreens For areas of the body not covered by clothing or headwear. Waterproof products with a high sun protection factor (at least SPF 30, ideally 50+) and sufficient UVA protection are recommended.

This is relevant for businesses in the skilled trades: Around 7,2 million people in Germany work predominantly outdoors. Ultraviolet radiation increases as early as spring.A significant portion of the annual radiation exposure occurs in the months of April and May. Experts therefore advise taking protective measures via the Season from approximately Easter to October to be included in the risk assessment.

At the same time, the ASR emphasizes the Employees' duty to cooperate in the implementation of personal protective measures.
