Study on skilled trades as saviors in the crisis
Craftsmen played a central role in managing the flood disaster in the Ahr Valley. A project by the Institute for Small and Medium-Sized Enterprises and Crafts is reconstructing their contributions and aims to derive recommendations for future crises.
This article is part of the special feature on flood disasters in Germany.
Craft businesses played a crucial role in the aftermath of the Ahr Valley floods : they rolled up their sleeves and rebuilt towns, villages, and roads. A study by the Institute for Small and Medium-Sized Enterprises and Crafts (ifh) is now examining which key mechanisms and experiences can be derived from this and used for the future.
Craftsmanship and networks in coping with the flood
The project group is investigating how craft businesses , craft-related networks, and organizations reacted specifically during the flood disaster in the Ahr Valley. The aim is to provide a well-founded analysis of the key mechanisms and experiences that emerged and how recommendations can be derived from them. The analysis will highlight the contributions of the skilled trades and how stakeholders organized aid during the crisis . It will also identify interfaces with the state, municipalities, affected individuals, emergency services, and infrastructure operators, as well as any identifiable gaps.
Key questions of the analysis
The study focuses on four key questions:
- What functions did craft businesses take on? and organizations in crisis and reconstruction?
This includes practical services such as repair, securing, supply, temporary restoration of building technology, heat, water and electricity, construction work as well as consulting, damage assessment, material procurement and coordination.
- How was the aid organized?
The study examines formal and informal networks, personal contacts, chambers of commerce, guilds, district craft associations, digital platforms, fundraising campaigns, individual initiatives, and collaborations with state and local authorities. Supra-regional solidarity within the skilled trades is also analyzed.
- Where did bottlenecks and problems occur?
The study identifies, among other things, unclear capacities, order prioritization, shortages of materials and skilled workers, legal uncertainties, insurance and liability issues, as well as challenges with invoicing, bureaucracy, and coordination with authorities. Particularly affected companies faced additional burdens.
- What are the consequences? What are the potential benefits for better integration of skilled trades into disaster relief and civil protection?
The focus is on improved situational awareness, contact persons, trade representatives in crisis teams, cooperation agreements, digital mediation structures, exercise formats and legal and economic safeguards.
Using the flood disaster in the Ahr Valley as an example, the project examines a broader question: How can the skilled trades, as a decentralized and technically practical actor, systematically increase national resilience?
