Reporting portal aims to reduce costs associated with employee secondment

The skilled trades sector welcomes the trilogue agreement on e-declaration as a standardized EU-wide electronic portal for the posting of workers. This is a positive signal for businesses.

The European Parliament , the Council of the EU , and the European Commission have reached an agreement on the e-declaration in the trilogue negotiations. A single digital reporting portal will be established for the posting of workers. The target group is companies that provide services in other member states and temporarily post employees for this purpose. The reporting portal is intended to reduce administrative costs for companies.

Service providers wishing to operate abroad can use a single form via the portal instead of 27 different national forms. The portal will also be part of the internal market information system and simplify the process for submitting and updating posting declarations.

Positive signal for craft businesses

"The eDeclaration is an answer to the specific problems faced by craft businesses when providing services in the single market," explains Holger Schwannecke, Secretary General of the German Confederation of Skilled Crafts . The trilogue agreement reached on Tuesday for the introduction of the eDeclaration sends a positive signal to craft businesses.

"The fact that the European Parliament and the member states were able to agree on a closed list of information points is crucial: This means that uniform criteria for the posting of workers apply across the EU. Accordingly, the added value of the eDeclaration increases with the number of member states that participate."

Reducing unnecessary bureaucracy

Filling out lengthy posting forms has often cost companies more time in the past than providing the actual service. "The eDeclaration that has now been adopted is driving forward the much-needed reduction of unnecessary bureaucracy. Linking the A1 certificate to the eDeclaration would be a further step in this direction, and should be implemented promptly."
